One of them – and probably the most vehement advocate of technology assessment in the last ten years – was the CDU deputy Riesenhuber. However, the parliamentary advisory structures have remained the same. Such modesty is otherwise welcome. But here it becomes absurd, because it is about the basic conditions under which Parliament works. After all, in the spring of 1985 it seemed that Parliament was ready to seriously consider the possibilities for lasting scientific advice in the particularly difficult challenges of technology assessment. It set up a commission of inquiry, the rent in 1986 – at least half a year before the expiry of their deadline – submitted their recommendations. By the way, recommendations made unanimously by Commissioners, experts and Members of all political groups.
It was said that the Bundestag would create a consultancy with fifteen permanent employees and a research and advisory budget of ten million marks from next year until 1990. The Commission has evaluated experience in other countries and has put forward a number of detailed proposals mainly aimed at ensuring that important information on the possible and likely impact of new technologies on the environment, on the economy and on society actually reaches Members.
That consequently no “drawer knowledge” is generated.The decision on these proposals of the Enquete Commission has postponed Parliament after a short discussion on the next legislature. In the meantime, representatives of the churches, trade unions and academia have called for swift implementation of the recommendations. Objections came almost exclusively from business stakeholders to whom the proposed 15-member organization appears to be too large and bureaucratic.
Such fears have been voiced for some time. It also existed when the OTA was founded. But his track record, his publication of useful information for all sides, quickly silenced such objections.In the meantime, American industry – like the far-sighted company Image Of January 2019 Calendar in this country – is increasingly conducting its own technology assessment. In a small but growing number of companies, it has become clear that a sensible growth policy must take account of the negative effects technical innovations may have.
