Implemented in the EU’s Seventh Research Framework Program, the project aimed to identify potential future technologies for the next 20 years and to identify their potential for misuse by terrorists or organized crime. The focus will be both on technology foresight and the development of narrative scenarios.

A fundamental discussion of the terms and theoretical approaches used in the project can not be made in this context.NEW TECHNOLOGIES – NEW HAZARDS?Often new technologies facilitate daily life and provide social, health and economic impulses. At the same time, it also repeatedly warns against risks associated with them. While the voluntary use of new technologies carries risks, there is also a risk of intentional and deliberate misuse of new, peaceful and positive technologies by criminals and terrorists.
What happens when new technologies are abused by criminals or terrorists? What effect does the intended misappropriation of a technology have on a future society? What can new nanotechnologies actually do in the hands of assassins?Such questions outline the initial situation of the FESTOS project. The forward-looking statement that the world will be even more strongly influenced by technologies in 20 years than today does not require much imagination.
It can also be assumed that there will be a new quality of symbioses between new technologies, systems and realities in life. The misuse of new technologies in a future, highly technology-oriented society appears to be an uneasy notion against this background. The direct and indirect effects of the misuse of new technologies are hard to estimate.
The peculiarity of the FESTOS project is to focus not on the most likely dangers arising from the development of new technologies, but on hazards with a low probability of occurrence, but – if they occur – large impact (low likelihood – high impact) ussieren. These unlikely events, also referred to as wild cards (see Steinmüller & Steinmüller 2004), are usually neglected in the usual prioritization practice. One of the benefits of wild card analysis is that new and often overlooked threat events make new perspectives visible.
This way of assessing technological threats allows a new and innovative reassessment of existing response and defense measures.Timely engagement with potential future changes, be it in economic, social or political terms, provides the opportunity to adapt to changing circumstances and respond adequately – in the case of FESTOS, to the intended abuse of civilian technologies. The project has three main objectives:Identification of future technologies and their abuse potential.Development of comprehensive scenarios and indicators.Discussion of policies and measures to minimize abuse potential.
Now it is hardly possible to investigate all technology fields for future technologies. A comprehensive technical forecast quickly fails due to the complexity of technological developments. In order to achieve better January 2019 Calendar Nsw results, the focus in FESTOS was already laid in the conception on six technology fields. The focus was on nanotechnology, biotechnology, information and communication technology (ICT), robotics, new materials and converging technologies .
